By convening the First Meeting of INTOSAI Task Force on Statutes on March 21–22, 2016 in CNAO's Audit Academy, in Nanjing, China, INTOSAI has initiated the revision work on Statutes, under the leadership of Mr. LIU Jiayi, Auditor General of China and Chair of INTOSAI Governing Board and Task Force on Statutes, and with the active participation from the members of INTOSAI Task Force on Statutes.
The Task Force on Statutes was established at the 67thmeeting of the INTOSAI Governing Board, with the task to revise INTOSAI Statutes, responding to the new Strategic Plan as well as the needs for the positioning of INTOSAI in the current global context.
The first meeting of the task force started with the keynote speech by Mr. LIU Jiayi, emphasizing that theprinciples of independence, good governance and knowledge-sharing shall be incorporated into the updated version of INTOSAI Statutes, which to be endorsed in XXII INCOSAI in December 2016. Mr. Liu also outlined the challenges faced by INTOSAI and its member SAIs for good governance, growing expectations for INTOSAI to promote accountability and improve its governance structure in order to maximize its value and benefits. Mr. LIU also called for the cooperation among task force members in drafting the new version of INTOSAI Statutes.
22 participants from 13 SAIs attended this meeting, representing the INTOSAI Chair, First Vice Chair, Secretary General, Goal Chairs, IDI, International Journal of Government Auditing and regional organizations.
As the outcome of the meeting, a draft containing various amendments to the Statutes was developed and circulated to all task force members for comments and suggestions. An exposure draft for the new statutes will then be worked out and distributed to all INTOSAI members in the coming months.
